Fix GitHub Actions workflow: add Python setup and dependency installation

The Waste Land / post-line (push) Failing after 41s
The workflow was failing because it didn't install Python dependencies
(requests, pytz) needed by the notifier.py script. Added steps to:
1. Set up Python 3.11
2. Install pip dependencies from requirements.txt
